For over a year, consultations have been taking place to determine who will represent Ukraine at the 39th World Zionist Congress, scheduled for October 2025.

According to the decision of the 2025 mandate commission, Ukraine has been allocated 5 mandates, which are being contested by 10 Zionist movements that are members of the Zionist Federation of Ukraine.

On March 30, 2025, during a meeting of the ZFU Board, the ZFU Election Commission decided to adopt and publish the “Rules for the Election of Delegates from Ukraine to the 39th World Zionist Congress 2025” on the ZFU website.

The election of the delegates to the Congress will only take place if the Zionist movements within the ZFU are unable to reach an agreement on the distribution of mandates without an election process.
