On May 25, 2025, the Board and Mandate Commission of the Zionist Federation of Ukraine (ZFU) adopted a number of decisions related to the preparation of the Ukrainian Jewish community’s delegation to the 2025 World Zionist Congress (WZC).

ZFU is making every effort to reach an agreement on the distribution of mandates among participating organizations. If no compromise is reached by June 13, the organization will officially launch the election process.

The process will be based on the system recommended by the World Zionist Organization (WZO) for elections held by Zionist federations worldwide.

However, due to the unique circumstances in Ukraine — particularly martial law and the active phase of the war, which has forced a significant portion of the Jewish community to leave the country — ZFU plans to introduce certain changes to the election system.

ZFU is currently working with legal experts to prepare the necessary documentation to ensure the elections are conducted in accordance with Ukrainian law.

The election process in Ukraine is expected to begin by June 20, 2025. The exact date will be confirmed in coordination with the developers of the electronic voting system.

On March 30, 2025, the ZFU Board approved the decision of the ZFU Election Commission to adopt and publish on the ZFU website the “Rules for the Election of Delegates from Ukraine to the 39th World Zionist Congress 2025.”
